## When to buy

- A vendor already sits in the ticket path and you only need suggested replies **without** OMS writes.
- You will not change join keys this quarter. Do not buy an "agent" that invents them.

**Named substitute:** keep Gorgias/Zendesk macros or site search. Do not buy "agentic" as a skin.

## When to build

- Named APIs exist (`getOrder`, ATP, contract price).
- A business owner and an engineer can share a RACI.
- You want the allow-list and CloudWatch traces in **your** account.
- Partner-build is acceptable if the contract says you keep the IaC — that is still build.

## Switching cost

**Buy → build:** you still need tools, Policy, evals. The widget does not become an agent by export.

**Build → buy:** possible for search-only. If you attached writes, remove them before you go back to a vendor chat UI.

**Partner leave-behind:** if you cannot run `terraform plan` (or the CDK equivalent) in your account when the contract ends, you bought a loop you do not own.

## How to Decide

1. Score **/30**. Under 16 → do not buy an agent product and do not build writes.
2. If the need is search → buy or keep a chatbot.
3. If the need is tools + stop → build one workflow; optionally with a partner who leaves the IaC.

### When should you NOT build an AI agent?
Do not build if readiness is under 16/30, if there is no named owner, if the process already has a correct template, or if the only artifact you will own is a vendor prompt. Buy search. Or fund data work. Or fund nothing.

### When should you NOT buy an agent platform?
Do not buy a product whose demo is chat on Admin API keys, with no tool list, no stop rule, and no audit trail you can export. That is a chatbot with a new label. Ask for the allow-list and the HITL queue before a pilot.

### What could go wrong if we treat platform TCO as store savings?

### Should we wait for an AI-agent case study before deciding?

### Is partner-build the same as buy?

### How is this different from agent vs chatbot?
